The Office of Emergency Management follows the adopted Basic Plan, called the Houston County Emergency Management Plan, an official instrument approved by Commissioners Court February 11, , upon which all disaster operations of Houston County are formulated, and is represented by Houston County Departments and support agencies, responsible for various Annexes of the Basic Plan. The Office of Emergency Management will work in conjunction with the State, Federal and Local authorities, including the cities of Crockett, Grapeland, Kennard, Latexo, and Lovelady and other communities in the surrounding Houston County area when required.
The Office of Emergency Management is prepared to activate an Emergency Operations Center during any major disaster to allow coordination of all support agencies to provide continuity of services to the public.
